outside assistance is utilised for a few of the larger
undertakings and paid for out of the votes for them. On
the other, the Public Works Department exercises super-
vision over works not carried out by the Department
(e.g. under the Buildings Ordinance) and has extensive
duties in connection with the care and leasing of Crown
Lands which bring revenue to the Colony. It is worthy of
note, however, that the cost of the Department was nearly
14% of the cost of works in 1903 and just under 12.5% in
1904 while according to the Estimates it should be less
than 11% in 1905.

The year was noticeable for the
satisfactory progress made on the two Waterworks Schemes
Tytam Tuk (1st. Section) and Kowloon Gravitation. The
Law Courts, Harbour Office, Western Market and Post
Office (Foundations) were substantially advanced but in
the first two cases progress was impeded by difficulties
attending the supply of granite. The Kau U Fong Resumption
started in 1903 was completed as far as the repurchase of
property was concerned and the clearing of the site has
since been carried out. A start was made on the road
scheme designed by Mr. Chatham to secure a satisfactory
extension of the business and residential quarters on the
mainland
